We could use a lot more information.
What is the make, and Model # of your laptop?
To Toggle between your LCD screen and your TV there is an F Key with a picture of a monitor on it. You would hold the FN key+ that key (ie) F5 or something.
Go to Start/Search and type devmgmt.msc, right click devmgmt results and Run As Administrator. In the Elevated Device Manager are there any devices with yellow flags?

No yellow flags. Pressing the Fn key and the F5 key still no HDMI output to the TV. Interesting I have video and audio on my laptop. When I turn my TV to the input channel 2 (where the HDMI cable connects to the TV) I lose the audio on my laptop. When I switch the input on the TV back to channel 1 the audio on the laptop comes back on.
I have a Dell and everything was working perfectly before the Win 10 upgrade yesterday.

  7. Do you see 2 monitors shown in Settings > System > Display? Try the Windows Logo key *Start + P and try Extend or Second Screen Only.

It says 1 monitor. Duplicate does not work ie no signal to the TV. Extend is weird...I get the screen saver for windows 10, Nothing but the three big blue balls and a bluish background nothing else. Second screen only is good. I can send video to my TV from my computer but the computer screen is black.
Can not get both the computer screen and TV to be on at the same time. This was working before the upgrade.

  9. You need to have both monitors shown in Settings > System > Display for things to work right. Unplug that second monitor while Windows is running, then plug it back in and see what happens. Also look in device manager for any yellow ! or red X's.

    Hello,

No yellow or red flags in the device manager. Only one monitor is displayed. I unplugged the HDMI cable with Windows running and it didn't make any difference. Can't get both laptop and TV on at the same time. When I press "detect" it says it can't detect another display. So "duplicate" doesn't work.
    This is a bug.

  11. Best guess is its a driver issue? What does Device manager show for Display Adapters? On a clean install I can only ever use 1 monitor until Windows update installs my NVidia video card drivers. Once that happens and I reboot I get multi monitor support. That's on my desktop PC. I run dual displays on my laptop but my second display is a portable USB monitor. I don't use the HDMI out on my laptop. I don't think I have ever had anything plugged into it?

Another option is to go to Settings > Update & security > Update history and see what was done lately. Options are to uninstall the latest update to see if it fixes your issue, or use system restore to go back to point where it worked. If successful, then keep track of what happens to break it again.

One Driver is Intel(R) HD Graphics Family. How do I install NVidia video card drivers? Update history Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB3201845) on 12/11
Office XP Service Pack 3 failed to install many times. Why would they try to install this? I have Win 10 I may uninstall KB3201845 after I hear about the driver I asked about.
Can't uninstall latest Win 10 update. I waited fifteen minutes and it never completes the uninstall. I should not have to worry about installing any more drivers. There is something wrong with that update.

Do you have an NVidia GPU in that laptop? Does it have dual switchable graphics? I just used NVidia as an example as that's what's in my Desktop PC. It has an NVidia GT640 add in card.

My laptop has dual switchable graphics but they are both AMD. That makes life easy for me as I can just use the regular Catalyst drivers and it works no problem. If you have something like Intel and NVidia you may have to go to the laptop manufacturers downloads page for your make and model and get their custom driver.

EDIT: What I was wanting to see, was whether it just showed "standard VGA" instead of the actual GPU. If it had said standard VGA that would mean it was only using the generic stock driver, not the full driver for the GPU installed.

I have a Dell inspiron-15-5000-series. But the point is it was working fine with two displays before the Win 10 update. Today when I powered off and on windows installed new software. But it did not help my problem.

  15. According to Dell it could have, Optional graphics: With available AMD discrete graphics, it’s simple to handle intense photo- or video-editing without slowing down performance.
I's have a look in the downloads section for you specific model for a Windows 10 video driver and try installing that. Dells have a service tag number you can enter on their site that will give you the exact downloads for your model. It should be in the BIOS and on a sticker on the PC.
