Windows 10: No internet connection after reboot

This is a pc that was upgraded from win7 to win 10 a couple weeks ago. It was working fine and after a reboot it will not connect to the internet via the Ethernet connection or a wifi dongle. the error message when running troubleshooting is "There might be a problem with the driver for the Ethernet adapter" I have installed the latest driver from the manufacturer, I have uninstalled and installed the adapter the detailed information says that "Windows couldn't automatically bind the IP protocol stack to the network adapter". I have looked all over and tried everything suggested and I still have the same problem.

If you cannot connect to Wi-Fi or use the Mobile Data on your HTC 7 Mozart device, we suggest that you follow the steps given on
Lumia troubleshooting and repair. After each step, check to see if your issue has been fixed.

• For issues connecting to Wi-Fi networks, select Connectivity > My phone has problems connecting to Wi-Fi networks, then follow the suggested steps provided.

• And for issues connecting to the internet using a mobile data connection, select
  Connectivity > I cannot connect to the internet using a mobile data connection. Make sure to select the next options given if the problem persists.

  Right click the

  menu and select Control Panel.

  View by: Categoryinto
  Large icons.
  
• 
  Select and click
  Troubleshooting.
  
• 
  Click
  Network and Internet.
  
• 
  Click
  Internet Connections.
  
• 
  Follow the on screen instructions and wait for the troubleshooting to complete.
  
• 
  After troubleshooting is completed, check the status of the troubleshooter shown on the window.
