Windows 10: No speech recognition

When I press Windows key + H, it doesn't open voice input. Instead it says "voice input isn't available". If I want to change my speech language, I can't. There is no speech recognition setting in control panel at all.I cant even download language packs. They all stuck like this:

I would suggest you to follow the steps to see Advance speech options.

• Press Windows+X key on the keyboard
• Click on control panel
• Select speech recognition
• On the left hand pane you will see Advance speech option

Try the following steps to uncheck the Run Speech Recognition at startup option from the Speech Recognition:

• Type Speech Recognition in the search bar and select the Speech Recognition from the list.
• Click on the Advanced speech options from the left pane.
• Uncheck mark on Run Speech Recognition at startup.
• Click on Apply and Ok.
