Windows 10: No users to select at startup screen to login.

I bought an HP all in one touch screen computer a while back for my manager, and he had setup the entire thing on his business gmail account. I was going through it trying to change out everything to set it back up as myself not sure why he set it up as himself at all and simply didn't add himself as a user and I could not seem to get any changes made to the administrator account he setup. It's using Windows 11 Home, and I had to use lusrmgr to access the user and group privlages. I went through all the users and they were all enabled, but the secondary administrator account I had setup

The changes made on your computer may have disabled your local account, that's why the login screen doesn't load. For us to diagnose and address this problem, we suggest starting your computer in safe mode. Since we can't get to the Settings option, let's
force your computer to load the startup repair window so we'll be able to proceed with safe mode and enable back the items that were disabled. Here's how:

• Hold the Shift key down while you select Power > Restart.
• Your computer will restart to the Choose an option screen.
• Once the page appear, select Troubleshoot > Advanced options > Startup Settings > Restart.
• When your computer restarts, the options shown in the photo below should show up:

5. Select option 5 to enable Safe Mode with Networking.

6. Sign in to your account while in Safe Mode and enable back the items that were disabled.

7. Restart your computer to return to a normal boot.

I understand that you are unable to get the login page properly to login. We will help you.

• Were you able to login in Safe mode?

I suggest you to Enable the Hidden Admin account and
create a new user account and check if the issue persists.

If you can't open Settings, get to startup options from the sign-in screen:

• 
  On the sign-in screen, hold the Shift key down
  while you select Power > Restart
  (in the lower-right corner of the screen).
  
• 
  After your PC restarts to the Choose an option screen, select
  Troubleshoot > Advanced options.
  
• 
  Select Command Prompt.
  
• 
  Click on Command Prompt, type the command and click
  enter.
  
  • 
    net user Administrator /active:yes
    (there is SPACE after Administrator)
    

Restart the computer to login to admin account
and then create new user account and check.

I have Windows10. I tried this and had a F12 offerring but not the way you described it. Is your method for another Windows release?
