Windows 10: No way to reset account

Hello,I don't ever write on a forum or chat room to have questions answered, but I have to. I am disappointed with Microsoft and the way they run their company. I have an 80-year-old mother I am trying to help get assistance with her account that has been locked and can not get into her computer. She was running Windows on her computer that was set up by my Father, who passed away a few years ago. She does not have any of the passwords and the email he used has been shut down. Now she can't get email codes and has been working on this for a week before contacting me. I tried a few things that

Remove account

I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:

 

Local account installation question

I'm fairly certain that Skip this step was available in 10.0.130 - the workaround in Step 20 (back button) is no longer required.

The currently known, as of 10.0.130, ways to create a Local account sign-in are

• Skip this step at the MS account creation phase
• No Internet connection during the install
• static IP (post# 2 by Fragment) - New (to me anyway)
