Windows 10: None of my languages have language packs, no other input methods

I am trying to install Chinese handwriting input. Other keyboards work, but I want handwriting. I researched and have found this is a major issue with no resolution that works for me. In fact none of my languages have any language packs, only "display language."

Windows reverting to wrong input language

My Windows display language is set to English (United States) which is the only language pack I have installed.
I have several input languages enabled because I need to be able to switch when inputting in different languages.
In the Language control panel I have set English (United States) at the top of the list. However, after every reboot Windows reverts my input language to German which is at the bottom of my list.
In the Advanced Settings of the Language control panel I have now set "Override for default input method" to English as well but still to no avail.
What else is there to change? I'm getting fed up having to change the input language every time I start up my PC.

In order to get more clarity on this issue and to assist you with appropriate troubleshooting steps reply with the answers to the below questions:

1. What is the complete error message that you are receiving?

2. Are you able to input using the English language in Cortana and Settings?

3. What happens when you try to change the input language to Chinese?

4. Is this issue specific to Cortana, Settings and account login page?

Let us try few troubleshooting method to resolve this issue.

Method 1: If you are facing issues with using Chinese as your input language in Cortana and Settings, I suggest you to remove and re-add the language pack and check if that helps.

To remove the language pack:

1. Tap on Windows + I on the keyboard and tap on
Enter.

2. Click on the Time & Language option.

3. Click on the Language option.

4. Click on Chinese language pack and select the
Remove option.

Refer the following article on Manage your input and
display language settings in Windows 10 for steps to re-add the language pack.

To switch between the input languages, tap on
Windows + Space button on the keyboard and check if you are able to change the switch and use the Chinese language to input.

Method 2: If the issue persists, I suggest you to align the speech settings with the pervious input language settings.

1. Go to Start and open
Settings.

2. Select
Time & language > Language.

3. Select the language you want to add speech to, and then select the
Options button.

4. Under
Speech, select Download. It may take a minute or two for the speech pack to load.

5. Sign out and then sign back in for the new speech pack to be added to speech options.

6. Go back to
Settings > Time & language
> Language, select your new language, and then use the up-arrow button to move it to the top of the list and make it the default.

7. Go to
Speech, and make sure the Speech language setting is aligned with the previous settings.


8. Sign out and then sign back in for the new settings to take effect.

Cannot set Windows language pack differently from input method.

The issue that you are experiencing may be due system files conflict. A possible solution would be setting it up again by removing the language pack and the keyboard layout that you downloaded.

Follow the steps below to set it up again.

1.
Add an input language.

2.
Set your display language.

3. Click the language that you set as default, then click Options.

4. Click Add a keyboard then select your preferred keyboard layout language. (Make sure that it is the only language in the list)

5. Go to Settings, then click Time and Language.

6. Click Additional date, time, & regional settings.

7. Click Change input methods.

8. Click Add a language and make sure that it is at the top of the list.

9. Click Add an input method and select your preferred input method. (Make sure that it is the only input method in the list)

10. Restart your device to take effect.

On a Windows 10 device, search for “Feedback Hub” in Cortana search, then launch the app. Navigate to Feedback in the left menu, then press + Add new feedback. Select the Problem, and share any details you think are relevant, and choose an appropriate category
