Windows 10: Normal for Win10 not to restore desktop apps on restart?

Have Firefox,Weather,Calendar,Calculator,Sticky notes open most of the time on desktop. Rebooting or Restart Firefox and Sticky notes are restored to current size and positions. But others are not.When you reboot shouldn't desktop be restored to original? As in accounts have Restart apps enabled. Which should automatically save my restartable apps and restart on bootup?I mean the apps not starting are official Windows apps after all.

Restart Win 10 from Alternate Shell back to Normal startup

• Are you able to boot your system?

If yes, I suggest you to try the steps below and check.

• From Start, search for msconfig.
• Select msconfig or System Configuration from the search results.
  
• On the General tab, tap or click the Normal Startup option.
• Click OK and restart the system and check.

If not able to boot your system, try the below and check.

• Restart your PC. When you get to the sign-in screen, hold the Shift key
  down while you select Power

  Restart.
• After your PC restarts to the Choose an option screen, select
  Troubleshoot > Advanced option and then click on
  System Restore.
• Follow the onscreen suggestion to restore your PC to earlier point.

win10 restore point failure

My win10 system won't boot after a restore point failure. What steps other than booting into safe mode? If I do a reset, will win10 be restored and my apps and data be ok?
