Windows 10: Normal internet, extremely slow upload and download speeds on laptop but not any other device

I was installing a game on steam when my download speed dropped from 46 Mbps to 2-4 Mbps. I have scanned for malware, restarted my router, and flushed the DNS. I have also updated my drivers. However, my phone, in the same room, has 200-300 Mbps download and upload speed, and both devices are on the same WiFi. I have ran network tests and it all says that nothing abnormal has happened. The thing is, my internet is fast and latency is low. What could cause this?

Very Slow Internet Upload speed on Dell Laptop

Hi,

We are trying to track down the cause of a very slow upload speed on one of our laptops running Windows 10.
We have ruled out network issues by doing tests with several of our other home devices and get consistently good download and upload speeds at around 35mbps down/ 17mbps up.
Only one of our laptops (Dell Inspiron 5584) exhibits an upload speed of around 0.05mbps.
The download speed is fine though and consistent with other devices tested.
We are located on the Gold Coast, Australia and have fibre to the house.
I will attach an image of internet speed exhibiting this problem.
The laptop is using Windows 10 ver. 1909.

Very Slow Internet Upload speed on Dell Laptop

I don't know if it will help, but some things to try.


Open the Device Manager
Go down to your networking
choose the wifi or ethernet connection
and double-click on it to bring up properties move over to the power management tab and uncheck both options
on the advance tab scroll down to large send offload ipv4 and ipv6 and disable both
reboot.
try speed test again





also disable any green, powersaving mode, or energy efficient modes

I'm embarrassed I didn't think of plugging the ethernet into another computer. Anyway, the result is that the speed on a laptop with the same cable is 91 Mbps download, 39 Mbps upload.
A couple of other puzzles: One is that the download speed on my desktop was around 900 Mbps, which is insanely fast, but the upload speed was under .2 Mbps. Now, after going through several of these iterations of remedies, the upload speed is still extremely slow, but the download speed is now around 32 Mbps, which is about 4% of what it was. But to my surprise, with a download speed of around 30, I don't notice too much difference for what I do. Anyway, awaiting your next suggestion.

With regard to re-installing Windows 10, even with keep my files this seems to be way over the top, as it removes apps and drivers. I find that a bit terrifying.
