Windows 10: Not Able to access Account with adminstrator privliges

I have two accounts. The first one was an administrator and the second one was not. I was on the first account and by mistake, I made a second account as administrator and the first account as localcurrently accessing. Now I am not able to access the second account due to which I am not able to perform administrator tasks.each time I click signout or click to second account in order to log in with the second account. I got the lock screen wallpaper of the second account and suddenly it disappears and the wallpaper of the first account comes. i kind of stuck in second account and i am not abl

Accessing all programs and documents in both user and adminstrator acc


Hi,
Since uploading Windows 10 I can now not access all programs and documents in both user and adminstrator accounts.
I was able to do this in Windows 7 is there a setting I need to change?

 

what is adminstrator privliges and how do i get them?

I got windows 10 a month ago but everytime I put old game discks in it say I need administrator privliges

Yes, my user account I normally is also an administrator account.

No and you'll see how netplwiz looks in my user account; the only difference when using it in the administrator account in question is that that account is listed, too.
