Windows 10: not able to create a new folder

I have been using Windows 10 Pro for several years and have a new problem with creating a new folder. In the selected drive letter with all the folders showing, when I select home/new folder and enter the name of the new folder, I get a message saying that this folder already exists and asking if I want to merger the contents. Whether I select yes or no, I cannot create the new folder, although the new folder name does not show. I have tried restarting the PC to clear any debris but this does not work. Any suggestions?

File Explorer. To do this, kindly follow the steps below.

• Press Windows key and type "file explorer" to open File Explorer.
• Click Desktop.
• Under the Home tab, select the New folder option.
• Create a name for your folder.

It's working for me. But my new folder option is not working anywhere not in desktop as well as not in file explorer. Whenever I am placing my cursor on new folder option, its first spinning for few seconds then goes to close the file
explorer and refresh the desktop once.
