Windows 10: Not being able to run as administrator any app

Everthing started after a very painful day using my laptop. i kept restarting it until the point where the screen blured. After a few minutes i got the error saying the extended atributes are inconsistent from skype. After that i gone to task manager and disabled skype startup. I tryed to go to command prompt and run sfc /scannow but it didnt allow me because i wasnt administrator. When i tryed to run as administrator, the same error accured but now it said "File system error -1073741818" . After this i tryed to go to recovery mode

Mail app will not open on 10041.

This is the suggested solution below if you haven't already tried it.

In this Windows 10 build 10041, the Mail, Calendar, and People apps may be broken due to a licensing issue with the Store Beta. To get these apps working again, you need to follow these steps:

• Open powershell as administrator
• Run the command Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
• Re-install Mail, People and Calendar from the Store (green tile)

• Have you made any changes to your computer prior to this issue?
• What is the exact error message are you getting? It is better if you could provide to us a screenshot.
• What troubleshooting steps have you done so far?

• Type in UAC on the search bar.
  
• Click Change User Account Control settings in the search results.
• Perform the following steps:
  • To turn UAC off, drag the slider down to Never notify and click
    OK.
  • To turn UAC on, drag the slider up to the desired level of security and click
    OK.
• You may be prompted to confirm your selection or enter your administrator password.
• Reboot your computer for the change to take effect.
