Windows 10: Not getting administrator popups when installing programs

I have no idea what's up with my computer. It is running on Windows 10 and I never had a problem with this. For some reason, I am unable to install any programs or even run the task manager on my computer. I think it has to do something with user accounts. I am not seeing that regular administrator popup when installing items. Here is a photo of what happens shortly when trying to launch the task manager.

UAC and Metro app Defender problem

Hello.

I've a problem with running programs "As administrator".

When i'm running any program from administrator, screen is shaded, but popup with dialog doen't appear. I've tryed to use "Tab" and then "Enter" but it seems that popup even not exist.

Also Defender app is stuck on splash screen.

It seems like modern app problem, but i don't know how to fix it.

 

Administrator blocked you from running this program

Ok here is the trouble I run a karaoke software program called compuhost and today I went to start the program and I get a popup saying an administrator has blocked me from running this program, I have tried to run as administrator and get the same popup,
it does not ask me for a paasword. I have tried to disable uac to no avail. I tried to create a task in task scheduler for it. Does anyone know how to reset the permissions on the program. I also tried to uninstall are reinstall the program. I am running windows
