Windows 10: not getting the full upload speed on my pc but yes on my laptop

so I have 1000/1000 download and upload, I get my full download speed but my upload speed is always less than 150mb and it only happens on my PC, on my laptop it doesnt happen. Tried every trobleshooting step and everything, even with a new windows install. Even contacted my provider and they sent a technician to my home and when he was testing on his device he was getting both full speed and everything fine

Upload Speed is slow only on 1 PC

I have a poor upload speed in comparison to my download speed and it is causing me some issues.

But i believe my issue may be fairly unique and I have done many checks.

So in summary I have 900mbps download and should receive 500mbps upload. What I get is 900mbps download to 0.3mbps upload. I have verified this with Ookla speed test, google speed test both on Firefox and Chrome I get the same results regardless. I have turned my router and modem off and on.

The checks i've carried out are as follows:

• Apart from checking the speed, I have verified the results by pluging in the ethernet cable in an old windows 10 laptop which is fully updated, I get 200mbps download and 200mbps upload.
  
• I've fully updated the machine, no change.
  
• I've checked in the Delivery Optimisation and ensured "Allow downloads from other PC's" is off, no change.
  
• I've Set WLAN Autoconfig and WWAN Autoconfig to automatic and restarted my pc
  
• I've Done all of these commands
  netsh int tcp set heuristics disabled
  netsh int tcp set global autotuninglevel=disabled
  netsh int tcp set global rss=enabled
  netsh winsock reset and press Enter
  netsh int ip reset and press Enter
  ipconfig /release and press Enter
  ipconfig /renew and press Enter
  ipconfig /flushdns and press Enter
  

My machine is an HP Z240SFF Desktop PC, Windows 10 Pro 20H2. It Connects via Ethernet.

Thank you for updating me with that information. I found nothing unusual on the said list.

Have you checked your other devices like phones if still getting the same download and upload speeds?

Please try to connect your computer to your phone's mobile hotspot then run a speedtest.

Please try the last suggested method in my previous response and let me know how it goes.

Upload speed

So first of all I’m streamer and the minimum speed I need for good quality stream is has to be around 30 or more less than that it’s not working for me anyway when I had windows 10 my upload speed was 30 or 40 when I changed it windows 11 the maximum upload speed is 15 on my phone I get 32 I thought there is a problem with my pc I try my sister laptop she’s got windows 11 is well the speed was 15 for her is well I try it with Mac I got 32 on that is well so there is a bug for windows 11 because in all devices I get 30 or more speed upload but in windows 11 I try on 2 different devices they give me the same upload speed
