Windows 10: Not letting me access to Startup Settings second page error code: d000045

I want to get access to administrator account by turning on the safe mode but when I click the "Restart" button from the first page of Startup Settings, couple of text appear that said I got some kind of error that's not letting me to get access and I probably need to restart but I restarted my computer for like more than 10 times and nothing got fixed. Can someone give me some helping?

BIOS error codes

So I have motherboard with installed small LED screen, which presents BIOS error codes.

Where can I find a list of those errors. And I don't mean beep codes, but the "number" codes.

Ex after installing sound card, the motherboard startup fails with the code 15.

Windows 10 will not let me access my account on Comcast home page.

• What is the exact error message are you getting?
• Is this issue confined only with Comcast home page?
• Are you facing this issue on other browsers?

I suggest you to try accessing Comcast home page using other web browsers and check whether the same issue persist or not.

Also I would suggest you to follow the below steps to clear the cache from Edge and check if the issue persist.

• Open Edge browser and on the top right corner click on the three dots
  
• Then below click on Settings.
• Under Clear browsing data.
• Tap or click on Choose what to clear.
• From the list check Cached data
  and files, browsing history and click on Clear.

I suggest you to keep the computer in Clean Boot state and check if it helps. By setting your system in Clean Boot state, it helps in identifying if any third party applications or startup items are causing the issue.
