  2. New local directories on C:\ belonging to "Internet" zone

    Dear Friends,

since some moment undetermined I have to observe following problem on ALL of my computers, regardless if Win7 Pro 64bit (with IE11) or Win10 Pro 64 bit (with IE12) :

Every new folder created in C:\ (root) is belonging to "Internet" instead of "Computer" zone, with the effect of then receiving those nasty warnings when e.g. trying to start executables from there ("The
publisher could not be verified. Are you sure you want to run this software?
    " ...
without that "Always ask before opening this file" checkbox) or when trying to copy files etc. etc.

(... the zone to which the folder is belonging to is shown in the Windows Explorer status bar (bottom right) in Windows 7 (standard) and Windows 10 when using OldNewExplorer)

The same executable would start without that warning from any existing folder, of course.

    Summary of observations:

    • if I create a new folder in C:\, I have the problem (folder belongs to "Internet")
    • if I create a new folder in C:\ and move that folder to some existing folder, the problem remains (folder belongs to "Internet")
    • if I create a new folder within some existing folder on C:, I don't have the problem (folder belongs to "Computer")
    • if I create a new folder within some existing folder on C: and move that folder to C:\, I don't have the problem (folder belongs to "Computer")
    • if I create a new folder wherever on any other local drive (D:, E:, ...), I don't have the problem (folder belongs to "Computer")
... so there seems to be some kind of inheritance from/by C:\

The security settings (permissions, owner, etc.) for all folders, affeced and unaffected, are the same.

I also checked if there is some ADS (data stream ... obviously named "Zone.Identifier" ?) for those "bad folders" (with "DIR /AD /R" or with Systernals "streams"), but there is none both for all affected and unaffected folders and also for the contained
files (... but I'm not sure if data streams would be displayed maybe only for files and not for folders anyway ...)

And of course I already did a reset of all Internet/Internet Explorer settings (to be sure that the relevant zone seetings are not corrupt).

As some (temporary) workaround I added below registry setting

    [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Associations]

    "LowRiskFileTypes"=".bat;.cmd;.exe;.com;.reg;"

... but to be honest, I actually would hate to live with those (dangerous) permissions as a permanent solution.

    So my questions:

    • how is Windows (NTFS) storing/maintatining that "zone" attribute for folders ? (obviously not as some data stream, as above mentioned commands would - hopefully - show this ... ?)
    • how could I change to which zone a folder belongs to ?
    • why do all new folders created on C:\ (and only there !) belong to "Internet" zone instead of "Computer" ?
    • how could I change that nasty new behavior ?

Many many thanks in advance !
