Windows 10: Not Working: Magnifier Shift + Alt + Arrow Keyboard Shortcut

I am currently trying Magnifier keyboard shortcuts and gestures. Shift+Alt++ does not resize the lens and I have read on this forum that its been removed. Is there a reason why it still exists on the Magnifier keyboard shortcuts and touch gestures page?

Alt + Shift shortcut does not change the keyboard language

Like I said, these shortcuts do work except Left Shift + Alt

I'm not interested in the rest of these keyboard shortcuts, but only Left Shift + Alt which I am used to using on a daily basis.

This is not a solution.

 

Windows+Shift+Down Arrow keyboard shortcut does not work

I'm finding the article here https://support.microsoft.com/en-us/help/12445/windows-keyboard-shortcuts very useful for showing me Windows key shortcuts that I didn't
know before.

For example, I knew you could double-click on the top edge of a window to maximize it vertically, keeping its horizontal dimensions the same, and double-click on its top edge again to restore it down. However, I didn't know there were keyboard equivalents
to those mouse actions: Windows key + Shift + Up or Down arrow.

However, what I'm finding is that Windows key + Shift + Down arrow doesn't actually work. It behaves as if you haven't pressed the Shift key--it simply restores the window down and minimizes it.

Does this keyboard shortcut actually work as described in the article for anyone--"Restore/minimize active desktop windows vertically, maintaining width" (after maximizing window vertically, maintaining width, using
mouse double-click on top window edge or Windows + Shift + Up arrow keyboard shortcut)?

How can I report to Microsoft that this shortcut is not working?
