Windows 10: Notepad will not open in Windows 11

I have a brand new Windows 11 HP laptop. I need to transfer some information from my old laptop that was stored in Notepad. When I go to open the file, nothing happens. I can not open Notepad at all. I have completed the below steps and it still will not work.1: Reset application2: Repaired application3: Removed and reinstalledI have also followed at the step provided in the community and the steps provided in one of the posts that link to this page: https://www.howtogeek.com/fix-notepad-not-opening-on-windows/. Nothing has worked. Please tell me how to fix this.

Unable to open Notepad or MS Paint

I have a desktop PC with Windows 10. I use both Notepad and MS Paint frequently and they both recently stopped opening. Clicking the taskbar shortcuts to open them doesn't cause them to open; the mouse switches to the "loading" throbber, but reverts back after about a second without opening any windows. The same thing occurs when I locate the *.exe files in the system32 folder. There is no error message or change in state to screenshot.

The following descriptions say "Notepad," but in each case I have tried the steps for both MS Paint and Notepad, and I'm looking for help with both. Based on suggestions from around the internet I have tried:

1. running notepad as an administrator (both from the taskbar shortcut and by locating notepad.exe in the file explorer).
   
2. resetting the cache for the Windows store (using "WSReset.exe") and then running notepad.
   
3. uninstalling and then reinstalling notepad via Settings>Apps and features>Optional features.
   
4. restarting computer
   
5. updating computer and then restarting
   
6. uninstalling notepad, restarting, reinstalling notepad.

• Open Task Manager. Here’s a tip: press CTRL+SHIFT+ESC.
• Click on Startup tab.
• Select Notepad from the list and click on Disable.

To help resolve the issue regarding the opening of notepad during startup, we suggest that you open the startup items and check if it's added.

Follow these steps:

• Press Windows + X.
• Select Task Manager.
• If this is the first time you opened Task Manager, you'll get a compact list of running apps. Just select
  More details to open the full view.
• Once the full view is opened, click Startup tab.
• If Notepad is listed, right-click on
  Notepad then select disable.
