Windows 10: Notification banner is stuck with White background and light colored font Unreadable on...

My notification banner looks like this, prior to a new windows installation. my theme was synced from my last PC but it wasn't like that from my old pc.
I changed themes and did anything i could find on google search but nothing works.

Also Google chrome doesn't appear on action center no matter what i do. it used to appear on action center as well as notification banner

may I ask for assistance on this matter ?

Unreadable font ... White on White Background and Text

Good Evening!

I just updated to Windows 10 Version 1903. Everything works great and no problems, except for this. I have had dark mode enabled for a while now and love it. However, after the update, the save file dialogue box that pops up when I need to save something
and the "safely remove hardware and eject media" dialogue box in my system tray have now changed to a white font, which makes them almost unreadable. For some reason these two dialogue boxes have a white on white background and font. The regular windows
explorer has a dark background with a white font which is perfect. Any suggestions how to fix this? I have scoured through every setting I can think of and am at a loss. I don't want to change my dark mode just for that.

You cannot change the Desktop font color.

Because Desktop wallpaper images have varying colors, it is easy for the font colors to be unreadable if they are on top of the same color as a wallpaper image. For instance a black font on top of a dark part of the background image or a white font on a white
part of a background image.

The Desktop icon fonts are dynamic and will show white on dark backgrounds and change to white with a black shadow effect on a light background.
