Windows 10: Notification Center Not Displaying Notification Banner

I've been dealing with this situation for at least two days now to no end and have tried multiple fixes, but none of them have worked to get my action center back up. Before this, it was both my Start Menu, Search Bar as well as my action center not working as they should, but thankfully I've been able to get the Start Menu and Search Bar to work again. I'm rather dependent on my notifications for emails and reminders, so I'd like to get this fixed sooner rather than later. In Windows 10, action center is where to find your app notifications, as well as quick actions, which give you quick access to commonly used settings and apps. Change your action center settings at any time from the Settings app.

"Notification" vs "Notification banner" vs "Show notifications in action center" in Windows 10

Notification - an alert from an application or service that needs your attention. Example, pending Windows Updates to be installed, virus detected, incoming email.

Notification banner Those notifications that pop up on your screen when a notification first arrives are called banners.

Show notifications in action center - If a notification banner pops onto your screen and you don't select it, it will go to action center for you to review later.

Calendar not displaying notification banner, even though notifications are on





As you can see, notifications are on, as well as notification banners. but the notification banners DO NOT show up when they're supposed to. Why is this????? they show up in the action center, but NOT as a banner. I need them to show up as a banner.
