Windows 10: Notification: "We need your help to finish adding a feature"

Working on the screenshots. For now (o my surprise:

System UI language: En-us
System Locale: En-GB
Installed En-US

I suspect when machine was reset someone was sloppey and OKd En-Usat the prompt.

What to do on this please while I sort the rest?

All updates appear OK until 1709 and then KB4088776 - keep asking for restarts to no avail. Quite happy to reset machine if it is easiest. Have no recovery partition but could make backup drive, Have Win 10 key saved.

Not necessarily. My Toshiba L750-16L was made for the UK market with EN-US OEM Windows 7 installed and the Locale set to EN-GB. I did a Factory Reset, so I know that was its original 'out of the box' configuration, as set by Toshiba.

 

Regarding the updates and needing a restart (which presumably didn't help) - this has been seen before with a few updates. When it happened to me, I uninstalled the update via the Control Panel and downloaded the update (link at start of thread below) and reinstalled it.

Note the same problem with that update reported above by nbcaldon in #3.

Strange. Screenshot shows English UK BUT just done another restart and shows as available for downloading so just doing that now! Will sort the uninstall updates as advised. Thanks for your comment too Bree.

 

Language now installed again but within its options, speech and typing shown to be still downloading but no progress appears to have been made. Have been here before!! After several restarts the progress bar appears. This all appears to be something of a vicious cycle.

As an aside, the EN-US install meant my free upgrade to W10 was also EN-US with EN-GB system locale. That meant I had to use EN-US media for the upgrade to 1511 and lost all the UK language packs in doing so. That as annoying, so I tried an in-place repair install using 1511 EN-GB media. That switched my install to EN-GB and I haven't had to bother with language packs since.

...and looking again, the language pack does not install because the offer to install it reappears and sometimes there is a message relating to searching Windows Update - which we know is flakey itself.....

Will uninstall update back before 1709.

Have removed all updates it would let me - cricked on some and no option to remove came up. Downladed and ran update troubleshooter and have: Windows update components must be repaired message. M/S guidance tells me to: Download the version of the latest SSU (KB4090914) which I have done but then am told already installed!

Meanwhile have installed US English in case it then allows me to remove UK. UK currently appears to be installing and shows progress bar. Basic typing and handwriting still with dots circling and if you touch the view progress option the window changes to Manage Optional Features page.

Something is very wrong and am seriously considering wiping the whole thing and starting again but would appreciate advice on best way. Thanks for your help.

Suggest you uninstall all UK English, and then consider doing an in-place upgrade repair install which keeps all programs and data and most settings.

Have rerun troubleshooter which found WU issues; now shows update database error detected and fixed and update components repaired. Now pending restart.

Just as bad after restart. Run troubleshooter again and all problems identified now have green ticks.

Just to reiterate if wiping and reinstalling is best option, no recovery partition installed, I could backup what I have to USB stick and also have a (think I had to make it bootable but followed all the instructions at the time to the letter) usb with win 10 made a couple of years ago when free upgrades were available

Ah! Do have recovery partition but hidden. Have now backed up all drivers and created recovery USB.
