Windows 10: NUGET PACKAGE -UNLOCATION/DENIED ACCESS ---PL HELP ME

I HAVE AND STILL DEALING WITH THE ABOVE ONGOING NOT BEING ABLE TO GET PACKAGE DOWNLOAD ACCESS ERROR!!!can anyone provide a resolution to the above issue? it keeps stating that the getting packagesource.ID has somehow compromised / in error? without this package I cannot possibly continue doing any web work IDE related.
