Numlock orn or off at restart is unpredictable

Why is the on or off of Numlock so inconsistent? Why is there a choice anyway? I have had this happen on my PCs since Windows 7 and probably before. Unlike what I read in forums, "the system will boot to the what it was at the last shutdown" my experience is different. I type with my eyes on the keyboard and get frustrated when a sound from the PC tells me I am doing something wrong, when I use the numeric pad to enter login credentials. and the BIOS turned it OFF.

    :)

Numlock on startup unpredictable on new Windows 10 1511

I had Windows 10 behaving nicely with the NUMLOCK being enabled on startup. I used a fix to the registry. Now that fix does not work and everything I try results in an unpredictable startup the next time. I would like to have this fixed as I have always
been able to set NUMLOCK to on at startup. Why the loss of this capability in an update that's supposed to solve problems - not cause them?

To be clear, I upgraded to Windows 10 1511 last weekend. My previous Windows 10 installation was fixed by the same fix used on 8, and 8.1.

    Keyboard NUMLOCK

Just reloaded Windows 10 and I can't keep the NUMLOCK on. I have tried many suggestions. I have looked at the registry and it shows on and the bio shows it is on. Any suggestions?
