Windows 10: nvlddmkm crash, BSOD, skin goes all glitchy system information + minidump below

I am running Windows 11 23H2 22631.4391 and using the latest nVidia driver after removing it using DDU utility.

Computer crashes when trying to update graphics drivers: nvlddmkm

Attempting to update graphics drivers (or do anything graphics intensive) causes a BSOD with error nvlddmkm

Steps taken:

Replaced GPU, CPU, and SSD
Uninstalled graphics drivers using DDU
Reinstalled Windows 10

Ran Memtest
Updated BIOS
Unplugged and replugged everything inside the PC
