    So it ended up being because I had "O&O ShutUp10" installed. Updated it and it worked

    Works flawlessly. It's a nice tool to handle all privacy settings in one place instead of using the built in switches that are spread all over various submenus in settings. But to be fair we should also mention here that the tool does nothing that could not also be achieved using the built in tools like gpedit, settings and registry tweaks.
