Windows 10: Occasional issue with windows key & middle click scroll [Windows 11]

I have had a persistent issue over the last year or so with my PC. Backstory as to why it is such an irritating issue is that for one, I use a taskbar that auto-hides itself when I am using my PC, as well as the issue seems to cause other problems elsewhere with other programs. It seems to happen about 50% of the time I boot my PC up. The first problem I have is that my windows key will not bring up the start menu when I press it. It will however work if I use windows+tab in order to cycle windows, so I know it is not a defect with my keyboard. The second problem is that my mouse's middle clic

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Middle click to scroll in Windows 10.

I have tried multiple mice and none of them will scroll in Windows 10 when I click the middle mouse/scroll wheel button. This works perfectly fine on windows 7, in almost every application or browser I can think of. This is not rolling the scroll wheel (that's
fine) but *clicking* the scroll wheel and moving the mouse to scroll.

I have removed the mouse from the device manager and unplugged/replugged them and nothing will middle click or drag scroll. I downloaded a Firefox add-in and it worked (had a couple issues on some pages).

This is a new computer with a fresh install of Windows 10 Pro version 1909.

The mouse is listed as a HID-compliant mouse and the driver is version 10.0.18362.1 dated 6/21/2006. Updating the driver does nothing.

There are no other mouse related program installed. This is a lost functionality of Windows 10.

Thanks but I don't want to do any decrypting. I want to download a Win 10 ISO from Microsoft and install it using my Win 8 key. No other steps required. Is that possible?
