Windows 10: October 2020 update stuck on downloading

Since when the preview for the October 2020 update has arrived I am facing this issue.

I couldn't install preview update so I ignored it. It was continuously failing to apply after downloading and installing 100%.

Now that the cumulative update for October 2020 has arrived it is stuck at downloading - 100%. After some hours it fails and starts to download again. And in few minutes it goes from 0 to 100 like it was there the whole time and my internet speed isn't that good, so that's suspicious.

Things I have tried: 1) starting and stopping windows update components.

2) renaming and deleting SoftwareDistribution folders.

3) sfc /scannow

4) manually resetting windows update components

5) and obviously windows troubleshooter

Now if anyone has any ideas other than clean install, reset windows, move to SSD, download update from the website then I need your help, enlighten me.

Windows 10 October 2020 update

October 2020 update is in the last phase of testing as it was released last month to the Release preview channel. As far as the name goes, it should release this month.
