Windows 10: Odd click behavior - Can't click and drag

Hello, everyone. For the past few weeks, I've been having a very strange click behavior in my Windows 10 laptop. I lost the ability to click and drag tabs from Chrome into a separate window, and now I've noticed I can't do that either with the icons in my taskbar.

First I tried reinstalling Chrome (thinking it was the only program affected), but it didn't work. Then, I reinstalled the mouse drivers in the device manager, but it didn't work either. I've been trying this both with my mouse and my laptop trackpad and the issue remains. However, I am able to drag files inside folders without any problems.

Simultaneously, I started noticing something else around the time this issue started. Whenever I open things in Windows like the volume bar or the Start menu, I notice a white frame around certain elements. I googled about this and a lot of people said it was because the Narrator from the accessibility options was enabled, but this was not the case. They also said to disable a "underline keyboard shortcuts and access keys" option in accessibility but this thing do a thing either. I don't know if this issue might have anything to do with my clicking/dragging problem but I'm sure both appeared at the same time.

I'd really appreciate any suggestions you could give me about this.

Drag and Drop

Hi Charles,

the steps you suggested didn't work for me but, when pressing the escape key it somehow expanded the drive and by using drag and drop to the single file in the list worked.

In the past I could drag and drop multiple folders onto the drive on the network computer(s). Doing it on individual folders will take far too long and time consuming and is not an option.

Microsoft should be able to identify what is blocking it and issue a fix.

My machine is multi boot so tomorrow I will try with Windows 7.

Odd internet behavior

Thanks Ken. I think I understood what you wanted me to try but got no better results. I've attached screen grabs of those.

I don't recall having this issue until my internet service changed the modem to better our speed. Believe me, we welcome 25mbs service! My wife's MAC does not do this. My PC is a relativity new built so maybe an update has effected it.

The Internet icon in the TaskBar has an red X for about 30 seconds when boot to desktop & also each time the PC shuts down after non usage.
