Odd settings for APPS in start affect the RUN CMD history

FYI: a few times I have had the "odd" issue, where the start context right-click run cmd does not show the command history.

I have seen a few questions like this on this forum, that have so-called "experts" chiming in with the old "knee-jerk" stuff that I am sick of seeing sfc /scannow or the other "old hat" ones like a bunch of DISM commands. It almost seems that some "volunteer moderators" here just want to get their stats up and not really analyzing or researching what the posters issue REALLY is. Also - please stop locking useful threads!!

Anyway, just to say that after some updates, the following settings need to be checked and changed, really easy, and NO messing with the Registry, or the other time-waster commands above:

"Show most used apps" is disabled and it affects the "Run" history?

I have a clean install of 1809 Pro in a VM. Neither are greyed out by default.

However, I can grey them out if I wish, there's a group policy for that. Do those two pages also say *some settings are hidden or managed by your organisation?

If so, then look in gpedit and see if the 'Remove frequent programs list from the Start Menu' policy is enabled. If it is, set it to 'Not configured'.

Settings can't be opened using the built-in administrator account

    Hello,
Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.
    Cheers

    Windows + Run history

Hoping to get some help. My issue:

When I access the run function (my preferred method is Windows Key + R) it does not remember any of the commands I enter in it. It does however, seem to pull history from other places. e.g.
If I type winver to check my version/build, the next time I come back and type the first letter w, instead of winver being suggested I get a list of recently visited urls (all which start with w as www.). If I type the letter c a list of files/folders recently accessed on the c drive is displayed and so on.

It appears to be pulling the history from other histories and anything typed in the run dialog is not remembered. I've searched for possible answers but none of the suggested remedies I've looked at have had any effect. I've inserted a screencap of the above mentioned example.

    TIA Phil
