Windows 10: OEM to old PC without OS.

Good day. I bought a laptop back in the 2010s without an operating system. Currently, the HDD has been replaced with an SSD and the RAM has been increased. Can I now buy the OEM version https://soft.rozetka.com.ua/ua/microsoft_fqc_08978/p4313111/ and install the system on my PC? That is, everyone writes that only computer collectors are allowed to install the OEM version. But if after replacing the hard drive yourself, is it legal to install and activate this version of Windows?

Unlink an old android phone from my pc

I go thru the suggested steps: Start - Settings - Phone - Unlink this PC.

When I first open the "your phone" screen the old phone is listed. Not sure if the phone listed is suppose to be selectable or not, but my is not. When I select "Unlink this PC" the phone listed is removed. When I select "Add Phone" the old phone still
shows. I have removed the old phone from my Microsoft Account. I have rebooted after unlink this pc but I still cannot remove my old phone.

 

Old PC with Win10 Home. New one with Win10 Professional. Both OEM. If I restore the new PC with a backup from the old, including the OS, will I encounter licencing issues?

I have an old PC with Win10 Home edition, and a new one with Win10 Professional edition. Both are OEM pre-installed. I plan on restoring the new PC with a backup from the old, which will include the OS of the old. I'm fine with it reverting to Win10 Home edition. Will I have issues with licencing of that OS on the new PC?
