Windows 10: Offline files only available for 3 of 6 users on PC running Windows 10 Pro

I have a computer running Windows 10 set up with 6 users. Only three can make files always available offline. While the option exists for the other three in the context menu i.e. by right clicking the sync never starts. In addition, the three user accounts that are able make files available offline have the Sync Center icon in the notification area of the task bar. The three user accounts that cannot make files available offline do not have the Sync Center in the notification area of the task bar. They can open Sync Center by going to the control panel but can still not make any files a

Windows 10 - available offline files

we have the following issue with the Windows 10 Pro ;

When we work outside of Active directory network, or offline, we can not see our redirected folders like My Documents , and Desktop,

and if we do VPN connection to our head office it is always asks to enter credentials to connect AD, then everything is working fine.

the same account with Windows 7 pro or Windows 8.0/8.1 Pro works like a charm, any suggestions ?

so far what I did is: 1. rejoin to Domain Controller

2. Control panel>Sync Center> Manage Offline Files > Disable and Enable Offline files

3. gpudpate /force and all other options

one more think in windows 10 pro : when we navigate to sync folder (state shows online), and then easy access all options there are gray ("Always available offline", "Sync", "Work Offline"), expect "Map as a Driver"

Windows 10 acts like Offline Files are enabled when they are not

I am running a Windows Server 2012 R2 file server.

Our accounting department is now primarily working from home using a VPN connection, as well as most machines recently being rebuilt as Windows 10 Pro and are on our corporate Active Directory domain.

• Often when they are creating or editing files on the file server, other users do not see the new files or modifications to the file.
• For the same user if they user a different UNC path (i.e. \\FILESRV01\share instead of \\FS01\share, where FILESRV01 and FS01 are both DNS aliases for the same server), then the too see different contents of the same folder.
• The only think I can conclude is that somehow it is caching the creations/edits on the local machine (behaving like Offline Files).

1. I have verified that Offline Files is NOT enabled on the PC.
2. I changed the SMB Offline Settings on each share on the file server from "Only the files and programs that users specify are available offline" to "No files or programs from the shared folder are available offline."

I have search the internet but don't find this behavior described

Is this a default "feature" of Windows 10 Pro?

Has anyone seen this before?

How do I disable it?
