Windows 10: OLEAUT32.dll

I am trying to install a CD-ROM on my Windows 10 laptop. It's an older computer game so I'm not sure if it's completely compatible with my laptop. When I put the disc in and click install after the start menu pops up, it tells me I need to install a newer version of oleaut32.dll. I'm not familiar with this, but I followed the instructions on how to install it and it won't install on my laptop. Every time I would download it and try installing it, the program wouldn't tell me if it was installing or not so I restarted my computer after finishing all of the prompts it would give me. how to update oleaut32.dll to have the same version everywhere

It is my first post.
The build machine has Windows10 Enterprise, v.1809, build 17763.1697 with Windows/SysWOW64/oleaut32.dll v.10.0.17763.1490.
All other machine for running application have Windows10 Enterprise v.1909, build 18363.1316 with Windows/SysWOW64/oleaut32.dll v.10.0.18362.1110

Release build hangs on attempt of dynamically loading a DLL that depends on oleaut32.dll
I suspect that the problem in different versions of oleaut32.dll the application was built and trying to run.

Can I update oleaut32.dll on the build machine without complete reinstall of OS?
My attempt to use a brute force to copy and register desirable version of DLL failed, as I am not a trusted installer, whatever it means.

Recent update through Windows Settings/Updates and security didn't change the version of oleaut32.dll on the build machine.
What is the right way to update the version of DLL on the build machine?
Any suggestion is welcomed.
