Windows 10: On my new PC we face a Error Code x80070570 when downloading Windows 11

I recently built a new PC for my brother but we are facing issues when attempting to install Windows 11. Every time it gets to the installing process we get the error code x80070570. Note that we have changed USB devices multiple times and even reprogrammed the USB keys. What is the real solution to this issue.

I've tried https://support.microsoft.com/en-us/...-update-errors and it doesn't work. I have Windows 10. For the website, step 2 just didn't work. For step 3 , it seems my update history was wiped after updating to Windows 1703. For step 4, it's the same error code, saying source files could not be downloaded.
