Windows 10: On screen keyboard pops up while running in game even though it's off

So playing Fallout, Skyrim and Ark Survival Evolved when I use the joy stick to run on PC my on screen keyboard pops up even though in settings it's turned off why does this happen I have tried everything

The on-screen keyboard pops up on the login screen if the Use On-Screen Keyboard
option is enabled. For us to disable this option, please follow these steps:

• Click on Start.
• Type Ease of Access Center, and then press Enter.
• Click on the Use the computer without a mouse or keyboard link.
• Under Type using a pointing device option, uncheck the
  Use On-Screen Keyboard box.
