Windows 10: One drive not syncing

One drive has stopped syncing with my galaxy phone photos. I get ' can't sync while connected to a mobile hotspot ' message. I am definitely not connected to a mobile hotspot.

No One Drive sync

Equipment:

1. Microsoft 950 Windows Phone.
   
2. Microsoft Surface Pro 8 running Windows 11 Professional.
   
3. HP All-in-one Desktop running Windows 11 Professional.
   

Background:

I used One Drive to sync files between the Microsoft phone and the HP computer. I didn’t realize the Surface Pro was syncing to One Note until I transferred a folder (using a USB drive) to the Surface Pro and received a notice that that my One Drive was full. I deleted some files from both of my computers and One drive. The hurricane brought my work to an end and I don’t know what I did (step-by-step) prior to the shutdown.

Now:

Now I have no One Drive connection between the 3 Equipment items. How do I get back?
