Windows 10: One note not syncing

I've tried all the help links and suggestions from other people on how to fix this issue, but nothing is working. I've lost a notebook trying to fix this issue so I'd really like to fix it but can't talk to anyone from microsoft. This is the message I'm getting:We can't access this section file or the attached file because the file was moved, the file name is invalid, or the file permissions have been changed.Any help would be appreciated!!!!

Notes No Longer Syncs

I am using a Win XP SP3 desktop and notebook PC. PocketPC is an HTC TP2 and using ActiveSync 4.5. Things worked fine, but about 2 months ago, Notes stopped syncing.

Have redone partnerships but to no avail. Initially, within HTC software, I can set the HTC to sync Notes, and within ActiveSync can also set the desktop and notebook to select sync Notes. When things start to sync, "Notes" shows up on the ActiveSync screen,
but quickly drops out of the list of items to be synced. After the sync completes, by selecting Tools, then Options, the list shows what items will be synced. Notes appears on the list, but there is no check box in front of the word "Notes", and there is
no way to select "Notes" to be synced.

What has gone wrong?

 

Where are the Notes?

In rereading my last post I realized that it may have been ambiguous. After performing the steps suggested, I still can't sync Notes.
