    Internet Service Providers in Switzerland are nasty, throttling OneDrive synchronization and every PC reinstalling after a crash, even with optical fiber connection and 5G LTE data connections, they are criminally sick minds, what are practical backup options available ?

    ISP drops from 125 Mbps during the day to 1 to 5 Mbps at night

    I contend that if Net Neutrality was actually being enforced in the OPs location I bet he would not like the results. Either:
    1. The rates would be greatly increased to cover the extra costs for the equipment to maintain an acceptable speed any time of the day.
    2. The ISP would go bankrupt because he couldn't afford to pay for the needed upgrades
    Of course if the ISP's customers would agree to the needed rate increases then that's different. Unfortunately, the ISP probably already knows what the market would be willing to pay so that's not an option.

    Throttling may encourage a user to upgrade their service. But it would also generate complaints and support calls. And it may encourage users to switch to an ISP that does not throttle. ISPs know this. It would not seem a very effective technique and thus rarely used. Some ISPs offer unlimited data but will throttle if you exceed a specified level of usage. This is done to limit overall data usage, which the ISP is paying for. This is usually clearly stated in the terms of service and relatively few are effected.

    Particularly with WIFI there are all kinds of local conditions that can limit bandwidth that have nothing to do with the ISP.

    As for the original question: Do all ISP's throttle to encourage users to upgrade their service? The answer to that is clearly no.
