Windows 10: Only applications freeze on w11

Hi everyone! i bought this pc 6 or 7 month ago. I dont think thats a hardware problem because when games and programs etc. freeze i can shift via alt+tab and my mouse cursor doesnt effected by this. Therefore i can still open folders and files.Some games doesnt effected by this btw for example battelfield 1.Some effect partially like when a menu opened or when i die in cs2 and any game.And some program effected so hardly that every minute its freezes around 4-5 second ps. autocad and project zomboid.At first i thought its because of fullscreen optimizing thing i turned off that from properitie
