Windows 10: Only one program becomes clickable over time

Hello,


I recently gave birth to a brand new pc which is currently 3 weeks old. There were hiccups here and there but overall it started to work as I wanted until today and the problem is quite frustrating.


After I start using a program such as After Effects on my 2nd monitor (Cintiq 16), nothing else becomes clickable nor responsive to keyboard shortcuts. Only After Effects works with keyboards and mouse. Spotify plays its music fine but isnt clickable nor responsive to my keyboard. Web browser, (firefox) plays youtube fine but isn't clickable nor responsive to my keyboard commands. The windows button pops up the menu and I could type but nothing is clickable. The Right click doesn't respond as well outside of After Effects. I could toggle between programs with ALT+TAB but only After Effects is responsive. Even though I shut down After Effects, none of the other programs are responsive yet they still run.


Windows, programs, and drivers are all updated to the latest version, did a scan with Avast Cleanup Premium but nothing came up. I also tried DISM and nothing seems to be corrupted.


What could be the problem? Would love some help.

Some Cortana search results are not clickable

I selected all the files but yet some are not clickable.

 

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

 

Start menu search items not clickable

This has been mentioned a lot and even though I'm constantly forced to update with a count down or scheduling reminder (I've seen posts of supposedly how to disable automatic updates however never had the time to investigate doing it myself but not happy
about how difficult the process is to disable it in W10P) I still don't see this problem getting addressed.

Problem: Search in start menu for random items result in un-clickable items. For example, type "remove" and the "Add or remove Programs" and "Uninstall a Program" options are listed at the top as one would expect but clicking on them does nothing.





Solution: Type "control" and the "Control Panel" option is listed and IS clickable. Then go to the sub option within the explorer control panel window.

Question: Why list items in the search result if they are not accessible? Is this intuitive? No.

Machine specific? Before suggesting this is a broken install it might help to know I can reproduce this on every W10 machine I've ever worked on of which exist in totally different environments, some were W8 upgrades...some were clean installs.
