Windows 10: OOBEKEYBOARD, OOBEREGION, OOBEEULA Error

I am reinstalling Windows 11 23H2 on original Microsoft website and when I'm choose my region is Vietnam, it says Something went wrong OOBEREGION, so I clicked Skip and go to the keyboard layout. I'm choose the US and click Skip, it shows me this dialog again with OOBEKEYBOARD. OOBEKEYBOARD, OOBELOCAL, and OOBEREGION errors

I decided to try updating and old laptop from Windows 7 to Windows 10. Now I'm stuck in a loop with various OOBEKEYBOARD, OOBELOCAL, and OOBEREGION errors coming up over and over. The only options I am offered is to "Skip" or "Try Again". No matter which one I hit, it circles for a long time and then comes back with another "Something went wrong" and a OOBEKEYBOARD, OOBELOCAL, or OOBEREGION error. Through something I read online, I was able to do a factory reset from the command prompt, and even that didn't change anything; After the reset it just came back to those screens. I'm starting to think I've ruined the laptop, as I can't reload Windows 7, and it won't finish loading Windows 10.

 

Disk Check Broke PC

I haven't been able to get the OOBELOCAL error, I've only been able to get OOBEEULA, OOBEKEYBOARD, and OOBEREGION. When I try pressing shift+F10 on any of those it does nothing.

I understand that you have problems installing Windows, I'm sorry about that.

Probably the installation is showing this error because it is not able to create a user site.

Please try the procedures below and check if the problem persists.

On the screen where the error OOBEEULA appears, press SHIFT+F10 to open the command prompt.

After opening it, type the commands below by pressing Enter

net user administrator /active:yes

cd %windir%\system32\oobe

msoobe.exe

After that the computer will restart and probably finish the configuration.
