Oops, something went wrong. This service isn't available right now...

Regularly I am facing a blue screen showing below error:

"Oops, something went wrong. This service isn't available right now--please try again later."

I follow the steps : Next -> Skip Pin -> etc. until I get to a (probably guest-account) desktop that shows

"We can't sign into your account"
"This problem can often be fixed by signing out of your account, then signin back in
    ."

After sign out / sign in I have my 'normal desktop' back again.

    Fine sofar.

However, when I reboot I get this "Oops, something went wrong"-screen again.
Over and over... and I usually end up restoring a windows image.

I suspect there is an issue with my Microsoft account.

    1. I am the only user, with admin rights
    2. Windows 10 x64 14363.693
    3. It may(!) be caused by use of Windows 10 x64 (same build) within VMware Workstation combined with OneDrive
(I disabled OneDrive on the host-pc and within the virtual Windows, to make sure that I excluded OneDrive. Used gpedit.msc and disabled it in startup)

Host-PC: under C:\Users following entries can be found:

    Question:
How to fix this, without having to install Windows ...
