Windows 10: Open an application on the monitor you select it from?

I saw a help forum about how someone struggled to have an application open on the monitor they selected it to open from. The response that Windows 10 remembers the window it was last closed in and therefore opens in next was helpful, but the additional help about how Windows 11 has a feature to make that happen was less helpful; whether I have the "remember window locations based on monitor connections" clicked on or off, it still opens it in the last monitor it was closed in. Am I doing something wrong?

Open With opens with different application then the one selected

Can someone please provide the steps to fix this? This is maddening!

I just upgraded to Adobe Photoshop Elements 15 and now it doesn't even show up in the list of Open With applications.

I don't want Adobe Photoshop Elements 15 to be the default application to open image files as I use numerous different applications to work on my images. I just want it to be an option in the Open With list.

How do I get Adobe Photoshop Elements 15 to show up in the list of Open With applications and how do I confirm that when I select it to open a file it actually opens instead of some different application.

Applications Not Opening on my External Monitor

Thank you for writing to Microsoft Community Forums.



As you are able to view the desktop and task bar on the external monitor, I suggest you to drag the applications from the laptop screen on to the external monitor and check the result.



However, Windows 10 will open the applications on the primary monitor.

Windows retains the position of the application that is opened, if the application is opened and dragged to the secondary monitor, upon closing the application and reopening it. The application will open on the secondary monitor.

Applications Not Opening on my External Monitor

I have a Toshiba Satellite laptop running Win 10. I have a Samsung external monitor attached via HDMI.

My background display and task bar DO appear on the external monitor, but when I open applications such as Outlook, Google Chrome, etc., they open on the laptop screen NOT on my external monitor.

I have shutdown both the laptop and external monitor and rebooted. The external monitor is listed in Device listing. I have the display setup for Extended Desktop and when I select Identify, it shows me 1 as the laptop and 2 as the external monitor.
I have unplugged both ends of the HDMI cable.

How do I get apps to open on my external monitor? Thanks for any assistance. Cheryl
