    I understand that the Steam and Oculus apps are not opening;

    What exactly is the model and manufacturer of your graphics card?

    Before answering the question I suggest you try the solutions below;

    Check if you are updated with the latest version of Windows 11;

    Press Windows key + i and go to Windows Update;

    Click Check for updates and do ALL pending updates;

    Check the integrity of game files on Steam;

    Open Steam and access the Game Library;

    Right-click on a non-working app and go to Properties;

    Click Local Files and then Check Integrity of Files...;

    Wait for the end of the process and try to start the game;

    Uninstall the Oculus app and install it again;

    Check if the games and the app work now;
