    Optiplex 9020, upgraded cpu to i5 4690, and have TPM 1.2, can I safely try 11, and if it does not work, revert to my existing 10 pro 64 bit?

    Then why did you ask about the OptiPlex 9020?? Check your original post.

    In any case, the OptiPlex 3060 should be compatible. It should have 8th generation Intel Core processors, probably the Intel Core i3 of 8th generation. No problem.
