Windows 10: OS won't change language completely

I have installed Windows 10 Pro with Norwegian as default. When I tried to change language to English (United States) the start menu and settings stayed in Norwegian. Everything else did change the language as it should. This has been bugging me for an entire week now. How can I fix the start menu and settings?

Windows 8.1 update changed the language, can't change back

Maybe, these will help... it seems it is a common enough problem.

Language packs are no longer available after you upgrade to Windows 8.1

Change your Windows display language

Macrium is used frequently in this forum. There are experts in using it to recover drives. It's unclear as to why you are struggling to use it. I had not used it and just tried it for the first time and it went smoothly. Maybe these images might help?

 

How to Change Windows store and apps language to English

As per the issue description you are willing to change the language back to English which get changed after installing November update in China.

• Is the issue specific to some apps or with all apps?
• Is the language of the OS and keyboard in English?
