Windows 10: ошибка при включении компьютера BiInitializeLibrary failed 0xc00000bb

при включении компьютера появляется заставка и ошибка BiInitializeLibrary failed 0xc00000bb и больше ничего не происходит.у меня стоит Кингстон на 500 Гб и процессор xeon e3 1270 .пробовал сбросить виндовс. не помогло
