Windows 10: Other user glitch help videos not working

I have recently been getting the other user glitch and I looked up videos on how to fix it but every time I do the restart advanced options it goes to this weird black and white command prompt then when I click on enable safe mode it I’ll bring me back to the other user screen making no change. Please help!

Recently my laptop screen started to freckle\glitch while playing videos either on the internet or on my laptop so I followed steps suggested as to uninstall and re-install the graphics update however, it happened again not so long after I did that (1 day later) and I fixed the display and so it stopped but the videos appear to be glitched? like I could see the RGB (there is a color stroke that appears ONLY while watching videos and I tried to take a screenshot and while trying to trim the photo I found it looking normal so it's only via videos

I'm using HP ENVY Laptop - DESKTOP -LUQEG7V

I suggest you to download the video card drivers from Computer Manufacturer’s website and install them in
compatibility mode and check if it helps:

Refer the steps to install a driver in compatibility mode:

• Right click on the setup file of the driver and select
  Properties.
• Select Compatibility Tab.
• Place a check mark next to Run this program in Compatibility mode and select the operating system accordingly from the drop down list.
• Let the driver to install and then check the functionality.

Can't get Youtube to show videos in Chrome

I haven't gotteen to this suggestion yet - but, I've shut down half my Extensions and, now, I get the voice of the Youtube videos - but still not the video. Thought this clue might help.
