Windows 10: Outlook.com on webbrowser won't sync with Windows 10 Mail

Trying to have Outlook.com mail through webbrowser sync into the Windows 10 Mail app. Can sign in to Outlook.com to check mail. Outlook Mail account added-deleted-readded to Windows 10 Mail many times and it always "finds" my Outlook Mail account but the Windows Mail does not receive any of my Outlook.com mail. I reviewed this topic on Community from 2015 and tried those suggestions but without success.

Delete mails in Outlook but want to keep mails untouch in webmail

When I deleted an email in outlook and my webmail got deleted too. I want to keep all the inbox mails from the webmail even I complete deleted in outlook. I spend hrs can't think it out how. Any step by step instruction? I'm using IMAP account btw. Thanks and Merry Christmas.
