Windows 10: Own-build Workstation, "Win-10 Pro for OEM" CD + SSD - can I transfer to new motherboard?

This is really a question for someone from Microsoft, not so much the 'community'.


Here's my question: Can I move my Windows-10 Pro "For OEM" license that I bought with a new SSD, to a rebuilt system that has a new Motherboard, and by necessity at this point, a new Intel Processor?

Here's why:

• I build my own workstations every 5-or-so years by buying the parts and doing the assemble myself. I buy my Windows CD's from a retail store Micro Center, NewEgg, Amazon, etc along with the parts, but they sell you a Windows 'X' Pro "For OEM" CD when you do that.
• In mid-2019 it seemed my then-SSD was going bad because my Window-7 kept hanging and reporting memory errors, but the memory diagnostics always came-back 'good'.
• I decided it was time to buy a new SSD and Windows-10 Pro, and do a fresh install. So I bought a new Samsung-SSD and a 64bit "Windows-10 Pro 'For OEM' Full Version" CD from my local Micro Center, and did a fresh install on the new Samsung-SSD, on my old hardware.
• It turned out that it wasn't the old-SSD. By the end of October, a bunch of hangs and Windows restores later, and replacing the memory DRAMs, it became really apparent that in-fact the motherboard was failing.

• I should have just bit the bullet then and put my new SSD and Windows-10 Pro into completely new workstation build - and I was going to do that, or uninstall and contact Microsoft about unregistering the license, and putting it on a new build.

• Then the COVID hit .. and you all know how that went - so I had to use my MacBook instead - and my PC has sat waiting for its rebuild while the world got back on its feet.

I'm sure that if the world hadn't gone insane and I'd called Microsoft in those first few months, before the Pandemic hit, and said, "Oh, this wasn't a bad SSD or memory after all, I need to move this to a new hardware build", then I'd have been good to move my Windows-10 Pro anyway.


But will Microsoft let me move my install now?

Can I upgrade OEM win 10 home to Pro and then transfer to a new build PC?

Hi, I bought a laptop 5 years ago which came with win 8.1 OEM installed. I did the free upgrade to win 10 home when this came available.

I have built my own PC with new components, but I'm aware that I can't transfer the win 10 home license as it is OEM and linked to the hardware of the old laptop.

What I was wondering, is if I upgrade the win 10 home to win 10 pro via the windows store on my old laptop, will this allow me to then transfer the win 10 pro license to my new build PC, or will this license continue to be linked solely to the existing laptop?

I have a 10 year old computer that I built with a OEM Builders Pack version of Win Pro 7 64 bit. This was subsequently upgraded to Win 10 by Microsoft. It's time for a new build. Is the Win 10 version transferable to the new build?
