Windows 10: Package was supposed to arrive today but it still says pending is there a reason?

Ordered my package yesterday with express shipping so it would arrive today.

Shipment did not arrive. Tracking says the package was returned to sender.

Package says delivered on the Microsoft Website but never arrived.

I ordered a controller about 3 weeks ago and it still hasn't arrived, however it says that the package was delivered according to the Microsoft website, but the UPS tracker says that the controller has yet to be shipped by Microsoft. So, I was wondering if there is anyway to get this problem solved, like a re-delivery or an update, also if Microsoft can help in anyway.

 

Why doesn't Cortana track packages any more?

Without changing anything, Cortana is now showing information again. However, it is only showing that the package arrived AFTER I already had it in my hands. Hardly could be called "tracking". And a second package it shows as being processed when it has
already gone through several steps and will likely arrive today. I think Cortana is only seeing status from usps and not ups.?
