    what prevents me from starting the game

    Paradox 7

    Paradox 7 wont open anymore on windows 10 version 1703, works on every other windows version. Only see a fast flash of Paradox Initial Screen. Uninstalled and installed again, but still does not start.

    As Paradox 7 is a 3rd party software

    you should contact them.

    It's up to them to make it work with Win 10, not

    the other way around.
